Authentication requires internet access? Win + Android

I have a portable router with a built in battery that accepts sim cards for data.
When I use my home or work network that is connected to the internet
it works fine. However, when I use a router with no password (factory reset) both
the PC server and phone connect but it does not authenticate and the mouse feature will not work. I turned the data on my phone and then it was able to work. I really do not want to use my data just to authenticate. Can you please explain why it is necessary for this to have internet access.
By the way the same is true when I add a wifi password and give the password to both the PC and phone. It still needs internet or it will not work.
I asked about this a few times about 5 years ago. At the time I was using UR without an internet connection as you wish to do. The app would connect and authenticate for 3 or 4 restarts...... and then continuously fail. I am pretty sure that the developer has chosen that option for verifying the "full" licence key. I believe Google let developers choose between "always check" "never check" and "check every nth load.
I had to change to using TouchOSC for that purpose...... as it never needs to check it's licence.
It is a problem introduced by having a "lite" and a full version of the exact same app (I think?)
